Customizing layout when hovering/L-clicking Win explorer in taskbar

When I have just a few windows open, they layout like this.

When I have a whole bunch, it looks like this.

I like the second one better. Is there a way to change it so it always looks that way?

OR even better, customizing the limit at which it changes to the second one?

    Welcome to the Seven Forums

Are you talking about the square boxes around the taskbar button?

If so do you want them all the same? If not explain better what you want.

I thought the pictures made it clear but I'll do my best to explain further. In the first pic you see just above the taskbar those 10 'boxes' where you can preview the window. In the second pic you see only folder icons and their respective names all stacked vertically w no preview. Vertically stacked w no preview is what I desire or to customize at what limit it changes from the first layout to the second.
