Just disable it from running at startup.
Strange it`s running at startup after an update, never heard of that before.
Me either. But why would you want to get rid of it? Its a very powerful and helpful tool imho.
And now to the how to remove, rather than pointless "whys"
Press Windows Key + R
Type MSConfig.exe
on the start-up tab disable the powershell item
Ensure the Make settings permanent option is checked

Click Start, click run, type appwiz.cpl and then click ok. Click to select the show updates check box. In the currently installed programs and updates list, click Windows PowerShell(TM) 1.0, and then click remove.
One thing to consider is that although you may not use the PowerShell functions, windows itself does - If you do remove the actual application some windows system checks and diagnostics may not run correctly or at all
In order to actually locate and remove the start of the PowerShell in your system you could try the Microsoft Autoruns Program
Autoruns is a very powerful program and incorrect use may cause serious system issues Always Use with care, (Eg. deselect an item rather than delete the item - you may then recover more easily if needed)
Powershell is a valuable tool for W7 operations and removing should become problematic down the road. I witnessed a system using powershell to call makecab and compress the CBS.log without my help. I investigated the high cpu usage and found the system doing it's thing so it became a no-biggie for me.
Powershell startup scripts can also be found hiding in the group policy editor [gpedit.msc].
