    Folders Under Users Locked

I'm using an Administrator account and want to create a couple of folders in the Start Menu. Windows Explorer gets down to the Start Menu, but I get a popup saying access denied. So I did a dangerous thing, I Googled, and found a few things to try.

So I refired WE with "run as Administrator", still denied access. I turned UAC completely off, rebooted and tried again, still denied. I turned off Classic Menu, rebooted, still denied. Opened DOS and typed in: net user administrator /active:yes. No User folder, so reversed the command and rebooted.

I'm using Win 7, SP1. This is one of 2 essentially the same computers that a local shop upgraded from XP. The other one doesn't have this issue nor does a laptop.

    Any suggestions?
