All desktop Icons, Toolbars and Start Menu disappeared

Hi - new user here hoping someone can help me. After a power cut shut my PC, I rebooted and found that although Windows 7 loaded and my desktop screen picture is showing, all of my desktop icons, toolbars and Start menu are missing. I tried loading in Safe Mode which shows them all and even tried resetting the PC to a previous point (3 days earlier) but nothing worked. Any ideas???
    Thany you.

You may want to give this a try. If your icons are visible in safe mode, it means that some software if preventing you from seeing them in normal mode. Try a clean boot and follow the instructions carefully. If you can see the icons in clean boot, slowly put everything back. You will be able to determine the cause.
