FencesPublic1.01 (current is 2+ by the way) works with Win7 and free for basic functionality. However, version 1 (paid or not) has an issue with Win 8-8.1 and 10. The icons are locked in place and can't be dragged while Fences is running. Cut and pasting to a desired location works.

Locking down the icons is not the same as keeping them locked down. There are a few ways that programs and utilities can scramble the locked down icons. And, by keeping desktop clean -- one can actually see and enjoy the background picture.

I didn't know about the Refresh trick (I'll see how it works), so I have been using DesktopOK, which lets you save icon layouts and then restore to a saved layout later if need be. This might also be useful if you want to be able to switch between multiple layouts.
Gotta say that Win 7 scatters its icons dramatically less often then XP, 98, 95, 3,x......
I've been using the "refresh" button for years and it's been working although once in a while for some unknown reason a desktop icon might move from its place but overall yeah the refresh trick will do however, what I don't understand is why if I use Safe Mode and then go back to normal mode all my icons are rearranged and are all over the place and I'd have to rearrange them again one by one. Again, this only happens after using Safe Mode and it happens every time.
One reason is, they move around when resolution changes. At least this was the case for me when I first started using surround vision (that's also when I looked for solutions and found about Fences). So some games for example can re-arrange them. Safe mode is a lower resolution, perhaps this change also invokes movement?
