I had a similar problem years ago. Bad driver. Really. It's awful that a driver can cause such problems, but the video driver needed to be updated. Goofy.
Try looking for errors in the event log. Go to Computer, right click, select "Manage", then "Event Viewer", "Windows Logs".

Did you go to the event viewer? Did you look through those logs for warnings and errors? Specifically look at Event Viewer -> Windows Logs -> Application. For me, this happened ten years ago, so my memory is a bit foggy. I remember it took just a few minutes of googling to figure it out. Good luck.

Maybe a hardware problem. Remove all extra hardware. Ie, if you have a second hdd, remove, etc. Then try rebooting. Maybe reseating all cable and cards in slots will solve. Also, try booting in "Safe Mode". If that works, then you have a software issue.

    >look its a new computer its not problem in hdd etc...
Why not? Just because new , does not mean no problems with hardware. "New" means nothing.

    >how to enter to bios settings?
During boot, press F8 for boot options / "Safe Mode".

Press "Del" or something else for boot into Bios. Depends on the exact computer you have, google for specifics if "del" doesn't work.
