Put the Windows CD in the CDROM/DVD drive, press F12 at startup, boot to the CD/DVD drive, pick repair or recovery console, get to a command prompt somehow, enter fixboot, don't be worried about the next message, if it does not fix, re-install Windows...you did not say if you had another drive connected during this???

While I didn't have any additional drives connected today, I did have my old laptop's HDD connected via a usb case that I've been using to access my old files. Though that was yesterday, and I never really noticed anything until booting up today. I also had about 5 other usb drives connected at various points yesterday, but I don't see what they'd do to cause this
Okay, so when I went to try this fix boot thing, it apparently didn't notice me pressing f12, but it did give me some interesting information. Apparently the system restores failed because antivirus is running, and the system couldn't access the files. It claims an "unspecified error occurred (0x80070005)".
Yeah, that reinstall is sounding better and better by the minute. I'm using Norton 360 v2, and it never seemed to have any issues with w7?
