BootMGR is missing on bootup, but works it boot from different hdd?

Little backup information at first, I have two hard-drives with windows 7 on it. The one I'm using is obviously the functional one and the second one just gives me a blue screen.
So this is pretty confusing to me.
When I boot up my computer from the main hard-drive, then it immediately says "bootmgr is missing". But the weird thing is, is that if I start from my second hard-drive with the other windows 7, then it lets me go into windows boot manager, or the dual boot screen, and lets me choose between the broken windows 7 and windows 7 ultimate(recovered). This is the only way to boot my computer right now, I tried using a system repair disc on my hard-drive but all it does it say that its not compatible with the OS(which is weird because I created a repair disc straight from the computer). Any idea's as to how I can fix this?

Can't Bootup. BootMgr Is Missing
