Deleted files not showing in Recycle.bin (external HD causing the issu

OS: Windows 7 (64bit)
DRIVES: (C Drive: Hitachi 500gb) (External Drive (D Drive (USB)): Seagate 500gb)

I never had this problem before (been going strong for 1-2 years). Just in the last week the power went out due to storms and my computer(laptop) had to resort to using the battery for an hour.
Now I restarted it a few times since then, so any battery conversation settings should had switched over to plugged in mode.
What's located in "Computer":

Basically I deleted a file the other day, had a wtf moment and went into the recycle.bin to get it, but it wasn't there.
Ended up finding it in my external drives hidden recycle.bin file.

Now I'm on a quest to understand why I can't see these deleted files.

After I unplug my external HD, it shows all the deleted files(from both drives) in my recycle.bin.
When I plug the external HD back in, the problem reappears and I can no longer see deleted files in the recycle.bin.

I turned off hidden files/folder in the folders control panel settings, so that isn't the issue. I still have the problem.

My external HD (using USB 3.0) is set up to mirror new/edited files every hour from specific areas on my main drive (C).
For instance, if I download and edit a file in my documents folder on my C drive, it will copy that new downloaded file and the edited file to the external drive and
delete the edited file and send it into it's own recycle.bin on the external drive.
This is driving me nuts and it seems I'm not smart enough to resolve it, so hopefully some of you have some insight into what the issue might be.
Also have an issue where a program I use (textaloud) doesn't appear in the bottom right notification taskbar after it's closed.
I have the program set up to stay in the notification taskbar after closed (minimize on close).
It doesn't do that unless I have the external HD unplugged. I unplugged it, closed textaloud, reopened textaloud, minimized textaloud, and it appeared in the notification taskbar.

Not sure how to close this thread.

I ended up formatting the drive as it seems there was also corrupted data.
Seems to be caused by synctoy somehow. I also read @ other places that users had issues w/ synctoy corrupting data and also not backing up files sometimes. I can't have this so I'm now about to test out Veeam just to see if that works.

Hi. The Recycle Bin properties (icon > right click) show allocated bin space for the different drives. But deleted files never go to bin and are permanently deleted. There is also no confirmation before deletion although option is checked. Thanks for help.

Deleted Recycle Bin files showing up on desktop
I did a search on this and could not find anything. Once in awhile my desktop will have a bunch of random files I deleted a long time ago. I always empty it too. There won't be anything in the recycle bin or on the desktop and then I'll go to look at it after awhile and some other group of files...

Recycle does not show files to be deleted
If I delete files and then go to the recycle bin, I can not see any of the files. Therefore if I want to restore a particular file I can not. If I choose to empty the bin, I get I confirmation to delete the correct number of files, but they are not visible. Any suggestions?
