Hang on shutdown and invalid ip

Im having some issues with my hp laptop. In the last week i have had two issues and im not sure they are related. The main issue is that it dont connect to the Internet. On two different networks i get "wireless network doesnt have a valid ip configuration"
Ive tried a few different things:
Ive tried this but i cant Access the firewall settings. It tales upwards of 15 mins of loading Wheel and when clixked says its "not responding"

Start > Control Panel > Windows Firewall > Allow a program or feature > remove Bonjour > reboot computer and watch the magic unfold.

The second issue im having which is certantly not helping(cos i cant reboot properly) is that the laptop gets stuxk on the "shutting down screen" it hangs forever. Ive left it for 4-5 hours and still nothing. to tuen it off i have to hold the start Button and i know thats not good. Uunplugging hasbt made a difference and the same hang happen when i try to restart.

I feel like the issue is with a recent update to windows but when i find recent updates it takes ages to load and then remains empty.

Please help!

Can we get the model of the laptop and can you check if your DNS settings are good for us? Just post what settings are in that screen for us and we can let you know if you should be changing anything. Also who is your internet provider (helps with determining right DNS settings)?
