Copy/Paste a R/O file always sets to R/W
When I Copy and Paste a read-only file, the copy always sets to read/write. I'd like the attributes to be copied as well. Is there a setting or registry entry that'll fix this? Win7Pro_x64.

Your best bet would likely be a file copy/paste replacement utility that supplants Explorer. Teracopy allows you to use it to copy/paste. But I do not know if it maintains attributes. A third party program similar to TeraCopy is likely your only chance. Explorer is not going to be updated at this point since the desktop is now a legacy feature in Windows.
Search the file copy freewares for one with the feature.
The behavior you are seeing is by design. One reason is performance. Copying attributes could significantly impact performance, particularly over slow networks. There are other reasons as well. Some third party file managers and utilities can do what you want.
Unfortunately, there isn’t a way to customise the operation of (Windows Explorer’s) copy or move functions—a feature I think computer operating systems should really implement by now.
Anyhow, OP should utilise permissions instead; they stick around longer.
