How to automaticly startup and rearrange apps based on account and pc

Hi all,

I'm looking for a way to have a collection of applications startup and arranged in a certain way based on the account that is used to logon and the name of the computer.

For example: I logon with my account on my desktop and it starts visual studio max size on display 1, outlook rightside half screen on display 2 and notes left side half screen on display 2. When I logon on my tables (surface pro 3) is starts outlook left side, notes right side.

But when my wife logs on the desktop, outlook starts on display 1 full screen and IE with Facebook starts on display 2 full screen.

Is this possible using windows 7 or 10 OOTB functionality, or else are there applications that will do this?
