Well Trevor mate without knowing what specs the machine is or how old it is it is very hard to say what is wrong - some system specs would be really helpful System Info - See Your System Specs
Also have a read though this Troubleshooting Windows 7 Failure to Boot If by any chance you can get into safe mode please run these SFC /SCANNOW Command - System File Checker Disk Check < if necessary include the /f and /r in the command line as per Option2 |

Trevorcork, completely disconnect the Hard Drive from the computer and reboot. Of course it will not boot, but leave it sitting there for a while and watch what the computers does. If it stays there without any reboots, it is not your hardware, however, your HDD itself may still be the cause. Did you try to boot in safe mode by testing all three different modes (without network, without command prompt)? Did you install anything before the problem started? Have you tried disconnecting the keyboard and mouse to see what happens (ignore usual error messages due to that).

Just thinking if you have access to another machine maybe you could run a drive test via it using a doks or USB adaptor - SeaTools for Windows | Seagate good as any.
If the drive is going bad then if you need data form it then I use this BOOTABLE UBUNTU Make a bootable Ubuntu disk Get Ubuntu | Download | Ubuntu Set the BIOS to boot from the optical when the machine boots it will show you a screen with TRY or INSTALL > select TRY not INSTALL When it is finished - it takes very little time you will get a screen like in the pic . Open the drive you want > User and dig down until you get to the data / settings you may be able to copy / paste the material you want to an external source or other installed drive doing this. I am not sure if it will but I have recovered tons of data etc using this method both on "dead" or just plain drives that you cannot get data from using Windows. You can also us this Emergency Kit - save your files from a dead OS < good but I find the Ubuntu a little easier to set up |
