Mysterious 'always on top' gauge won't go away from my desktop.

A crude low resolution gauge has appeared on my desktops lower right corner. I have no idea how it got there. I tried to screen shot it with the snip tool but the resulting image shows only whats behind it. Like a vampire, it casts no reflection. I will take a picture with my phone and add it to the thread below. I tried the task manager and shut down all processes that I wasn't sure of. None of them made the gauge go away. When the computer restarts, this gauge is the first thing to load. It loads a moment before even the login screen. It's also the last thing to disappear on shutdown. This thing won't go away with any game, app, full screen vids, nothing.

Looks like the "info" display graph for the TV, it compares the actual power usage to an old CRT unit, (on my Samsung Smart TV ) and cats like to own anything different by sitting on it
