With the shift to cloud-based programs, Adobe confusingly changed the nomenclature for some of their software.
Adobe Acrobat READER DC is what used to be called Adobe Reader.
It is still free.
But it is only a READER

Adobe Acrobat (aka Adobe Acrobat DC) is the paid software that allows one to create and edit PDFs.
It is not free.

And, of course, there are many alternatives, both free and paid.
It depends on whether one wants to only READ the PDF files or to CREATE/EDIT them, as well as forms, etc.
Also, MS Office includes the built-in ability to save documents as PDF, as well.
