Possible to enable page file on Windows PE during boot up?

Yes I know it is possible to enable the paging file after Windows PE has started up. But is it possible to enable it beforehand before the command prompt appears?

I already know about that. That enables the pagefile but as soon as you reboot you lose it. I want the page file to be activated when the system is booting like on Windows 7. I currently have Windows PE installed in a flat-boot configuration on a hard disk and any commands such as the wpeutil createpagefile command do not persist.

It is unclear if this xml method is persistent or not:

I don't see anything else pertinent on the subject. My Laptop has had weird booting issues since I got it. Most USB boot creation utilities will not create a USB that boots much less a VHD or WinPE. So I cannot try out the thing for myself.

Perhaps someone else has experience with this?

I don't think there is a way to use that as I think those are for during Windows setup, which is not the case here. I'm thinking there might be something in the registry that would help, but I don't know what.
