Unresponsive Windows Explorer

OK, this is a weird one. Never seen this before. It was after last months Windows updates but that could be a coincidence. So, what's happening is that I can be working on something in an application or online and everything seems fine. I can work on open apps and in already open browser windows but the first thing I know something is wrong is when I try to open a new application or window. Basically, can't run anything new... new app, new browser window or new process. If I try and restart the PC, it will open the window with the various options (Shutdown, Hibernate, Sleep etc) and I can click but nothing happens. I also can't access the Ctrl-Alt-Dlt window or task manager or get any full response from the task bar or Start menu (options windows open, but clicking does nothing). The only thing I will be able to do is physically turn off the PC with Windows running. Not ideal.

Anyone seen this before or have any ideas?
