    Window 7 cannot run "some EXE" files.


    I have searched arount, i have tried to implement the exe file associations in the registry, I have run checkdisk, I have run SFC /SCANNOW, Which found corrupted files but was unable to fix, I have cleaned the registry but still no help, i have checked for malware and viruses. I wanted to repair the windows installation but cannot run the setup.exe.
    Among other .exe it cannot run are msconfig, device manager, systemproperties*.exe, UAC, Network properties and some other programs.
    The error i get "windows cannot find"path\to\file.exe". Make sure you typed the name correctly, and try again."
    most of these are running in SAFE MODE

    This system has run with no problems for circa 30Months

    The computer is not on a domain but work group. Its My Laptop and yes I am the administrator

    From what i can find that comp does not come with Ultimate, therefor you must have upgraded it.
    Suggest you run a repair install using the upgrade media, as you have made changes to the registry.

    Check and see if you have Smartscreen Filter turned on, if you do, then shut if off before you run those EXEs.

    Yes it was turned on. I have turned it off and nothing

    I acquired the laptop and made a clean install of ultimate. And that's the setup.exe I say also not running

    Clean Install


    Looks like a clean install is inevitable no?

    Discoveries
    Another thing i have realized. Inside "Administrative tools" nothing is there except "Print Management" and "Windows Powershell modules" and they aren't running too

    I have enabled the administrator account and it is running the windows 7 setup.exe, but now i have an error that the installed version is more updated than the one I am trying to upgrade to. How can I ignore that. I just need the installation repaired
