Help with Properties of Desktop Shortcuts

I often use a USB for some personal documents on a shared network at work and today noticed a desktop shottcut to my USB (removable drive E) in the main shared drive. I looked at priperties and it stated last accesses with yesterday's date. Does this refer to the last time someone used the shortcut or the last time the USB was used?

Clicking Desktop shortcuts only open folder properties...
So I woke up this morning and tried to get on the internet but all Firefox did was show folder properties. So I checked all the other shortcuts and the same thing. I tried to get into the control panel from the desktop and it puts out an error that the properties for this folder is not available....

shortcut to Desktop folder properties?
I'd like to be able to change the location of the Desktop folder quickly. I like to set the Desktop to the folder of the project I'm currently working on. How can I make a shortcut to the Desktop folder's Properties (Specifically the Location tab)? THANKS!
