Windows 7 64bit. Hangs when I restart, but shutdown/restart works fine

I just rebuilt my game pc and ever since I installed windows 7 64bit anytime I hit restart it says windows is shutting down, the screen goes black and stays black. I have to press the power button to force a shut down and then restart it. BUT, if I shut down windows with the shut down button the pc powers off normally and hitting the power button makes it boot just fine. So everything works perfect, except when I try to use the restart button on windows it hangs after it says shutting down windows.

I have every update available from windows update installed already, disc has service pack 1 on it already.

I am running windows 7 64 bit pro installed. (I did a clean install, no upgrades)

My hardware in it is...... (everything has the current drivers installed)

Gigabyte z170xp-sli motherboard that has the current bios installed.

Intel core i7 6700k 4.0ghz cpu.

Crucial mx300 SSD hard drive.

Evga gtx 1070 video card.

Sound blaster z sound card.

16gb corsair ddr4 ram.

Corsair 650 watt PSU.

27 inch samsung monitor connected via hdmi.

Hi Gargus, welcome to the Forum.

Do you have any external devices like a UPS or other devices, connected to the computer.

You could also check your System Configuration to see if there is anything that might be causing the problem.

Also right click on the Task Bar & start Task Manager to see if anything there could a cause of the problem.

No.

All I have plugged into the pc is a usb wired keyboard, use dongle for wireless mouse, hdmi cable for the monitor, network cable, power cord and thats it. Really everything I have plugged in it I had plugged in it before with no problems. Id been running this pc just fine for years. I just recently did an upgrade to the motherboard, video card, processor, ram and hard drive and when I reinstalled the OS on the new system thats when I started having this issue.

I didnt see anything running in the background aside from the normal stuff.

Is Bios up to date?
Did you configured BIOS settings properly?

Yes bios is up to date. Its version 20 for my motherboard, thats first thing I updated after I got everything mounted in the PC. I did my fresh install of windows AFTER I updated the bios to make sure there werent any problems.

I ran the sfc scan and it said windows resource protection did not find any integrity problems.

I dont know about the bios settings really. Beyond just making sure the time is right, turning off the onboard sound since I use a soundcard, and making it so it boots from the hard drive first I dont mess with it because I dont know most of whats in there.
