Monday morning, three computers in the office seemed to be having the same issue. PC boots and Windows prompts for Ctrl+Alt+Del. After doing so, the Windows background image is still visible, mouse is active, but there is not prompt showing users and asking for password.

I searched online and found many references to this issue. What ended up working for me was to reboot into safe mode and then run a system restore to an earlier point. One side effect of the system restore appears to be that Chrome stops working (not uninstalled, but won't open). Uninstalling/reinstalling Chrome gets it working again.

Later that same day, another user was prompted to restart to install Windows updates. After doing so, the same problem was encountered and same steps resolved it.

It seems fairly suspicious that this unlikely behavior would happen on multiple PCs with such similar timing. My first guess is that it might be related to a Windows updated, but I haven't been able to identify what update that would be, if in fact that is the cause. I suppose there is also some chance that this the result of a virus or other malicious act; but I have no evidence to indicate that. Anti-virus and malware scans come back clean.

Does anyone know what caused these issues, or have suggestions how I might be able to track down the cause?
