New window/dialog box not becoming active/top

This is an issue when I am trying to type in a popup window. I type to realize nothing is appearing until I click on it.

I was able to temporarily fix this before by unlocking and locking the taskbar, but that is no longer fixing it.

Sometimes if the current windows screen is active, any other pop-up box may open beneath it.

There will be indicator on the taskbar that pop-out box is open by flashing.

But not all pop-up box work the same as others.

This is due to design, as it depend on the creators.
