strainge issue with Reverse Performance Adapter Maintenance

hi
i found a suspicious behavior

when i boot my w7 after 2 minutes starts a process called

I started on general discussion because i have monitored windows boot up with process hacker and process explorer

and after around 2 minutes after the login , start this process
but starts again after 4-5 minutes after the login
in short stars twice
that's weird

can somebody please check it ?
