Windows 7 Ultimate x64 will not STAY in Safe Mode with networking

I've run into an issue with a fairly fresh install of Windows 7 Ultimate x64, formatted 12/23/16.

All updates are installed and everything seems in order. However, the machine will not STAY booted in Safe Mode With Networking. I get to the login screen and the system just reboots. Not sure at what point this stopped working, there was never an issue booting into this mode before.

I do have Acronis Images to go back to before the last updates were installed a couple of days ago but was hoping someone might be able to shed some light on this before I get myself into a restore, install updates, back to the problem loop.

Are there any log files I may be able to check out to see if there is more info there ? Never ran into this issue before and searching for Windows 7 Won't stay in Safe Mode does not provide the same issue.

I did read that before posting but won't using msconfig to choose Safe Boot put me in a boot loop ? As it stands now, I can get to the login screen to enter a password but it reboots in a couple of seconds after that comes up. Using msconfig to make the PC boot into Safe Mode every time will just keep the machine rebooting without the ability to change msconfig settings back to default.

Why do you need the computer to run in Safe Mode with Networking. Is there a problem with it that needs safe mode.

Perhaps if you explain this problem we might be able to help you. It seems that there are other problems that is causing your issue.

I wanted to boot into Safe Mode to run a clean malware check as a routine safety precaution. My PayPal account was hacked a few months ago and I have completely turned around my stance on net safety and just privacy safety in general. Computer is off when I'm not on it or the internet connection is unplugged if I'm around but not using the PC.

Checked the BIOS settings to make sure UEFI wasn't the issue and no changes in there did anything. I can not boot into any of the Safe Mode options so My options are to:

1. Format again and waste another week of updating and fixing the Windows Update issue halfway through
2. Live with no Safe Mode
3. Create a bootable USB drive with my Windows install disc and boot into Safe Mode from that

Right now I'm leaning towards option 3 as tracking down that Windows Update Error was an extreme pain and I never did figure out what steps finally fixed it.

Created a bootable USB and went to Repair. This popped up after it scanned, could this be the issue ?

yes i know safe mode is needed which is why i jsut want to disable the networking part of it and keep the standard safe mode is there any command line or registry key for windows 7 that i can use to disable it ive ofound stuff before but it all seems to be for the old windows XP :(
