Shortcut to create shortcut

Is it possible to press any combination of keys on a keyboard to run shortcut creation wizard?
If it is possible please suggest me what to do.

I have revealed "Ctrl + Shift + N" to create folder so I am looking how to quickly run shortcut creation wizard.
