Default input language is not working for all application

    Greetings Seven forums,

I am currently using Windows 7 Enterprise and has tried to set the default input language to Japanese.
But whenever i open a another application, the keyboard language will be changed to English (US), i have to manually use Alt + left_Shift to change it to Japanese.

When i tried to delete English (US) , it will work, but after reboot the PC the English (US) will be back again.
I have changed the system locale to Japanese, under installed services, Japanese is on the top and English (US) is at the bottom, and also verified the registry key below is set to 00000411. (JP)

    Code:
    HKEY_CURRENT_USER\ Keyboard Layout\Preload\1
But i still can't seem to get it working. It's very troublesome to keep having to use Alt + left_Shift to change it to Japanese for every application that have been opened.
Will appreciate it if someone can provide me a solution.

    Thank you.

    Hi Lance1 ,

My apologies for missing out this detail , I had just checked that the Japanese language pack is already installed .
