If you start the program from a shortcut key, (which means anything in the start menu ) this functionality is already present.

go to C:\ProgramData\Microsoft\Windows\Start Menu\Programs (this is on my Win10 Pro but I think it's valid location for Windows 7), and right click on a shortcut and click properties - on the shortcut tab there is a Shortcut Key box just enter the actual key strokes you wish to use (You are limited to CTRL+Shift+Key to prevent mix-ups with the windows key combinations).

You can also create a folder somewhere convenient create shortcuts there and add the key info and they will work so you could keep all those with key assignments together without touching the default shortcuts ( also works for shortcuts on the desktop or pinned to Tab bar)
