Drag and drop a document to an open app window not working on some

I just upgraded to a HP ZBook 15 G3 Mobile Workstation (= laptop) that runs Windows 7 64-bit Corporate version. Before that I used a Dell desktop PC running the same OS.

I usually drag and drop a document/internet shortcut to an open window of the application that can open it to open the file or URL. This worked perfectly with my previous PC but does not work consistently on this system.
For example, I can't drag and drop an internet shortcut on top of Chrome window to open the URL, but I can do that with Internet Explorer 11 and Firefox. Drag and drop a document to an application that can open it work on most: e.g. Word, Excel, Photoshop, but not on all. It does not work with an application called Lectora that I use frequently. When it does not work, the cursor changed to circle with a diagonal line on top (NO sign).
Drag and drop to an application icon on desktop usually work but it's less convenient than directly to the application window.

Is there a fix to this problem?

    Thanks,

Drag and drop to an application window must be implemented by the application. Many applications have this feature but others do not. If an application does not there is nothing you can do about it.

IIUC the OP is saying sometimes the application will accept the drop and sometimes not. Same program, same file type, same OS. IOW an intermittent problem.

It may be application specific, but all the ones I have problem worked on a different PC with the same OS.

I wonder if other code in Windows is responsible (e.g. DotNET).

For example, MP3Gain allows Drag & Drop file transfers on one of my PCs, but it doesn't work on my other PC.

The only difference I remember is, MP3Gain and various Dot NET versions were installed at different times, when the PCs were originally populated with software.

    Please explain.

    My System Specs
    Computer type PC/Desktop
    OS windows 7 corporate 64-bit
    What is a Corporated 64-bit?

I have never heard of such a Windows 7 operating system.
