PC keeps freezing in windows startup, POST and BIOS

I dont know whats happening, i cant use my PC.
Its always freezing no matter what i do.

I tried to switch ram slots, disconnect HDDs, hold power button
For 30 secs and nothing worked.

When i get to windows 7 sometimes the screen goes to sleep too.
What may be causing this? I checked all cables and everything is fine.

    Is my motherboard dead?

I cleaned my PC yesterday with a vaccum cleaner and then it started to do this.
All jumpers are in the place and nothing wrong is connected. So i dont know whats
    Causing this

If the CPU fan spin with the vacuum cleaner, it can have damaged the fan.
Is the CPU fan running normally?

Vacuum cleaner can cause static discharge. Test your memory.

    Take one memory stick out.
Boot from the installation disk - go to repair - un select the c:\windows - next - memory test.
When completed, shut down, remove the tested memory stick, insert the other memory stick and test it.
