Set timeout for standard users ?

I have a couple users that are running windows 7 and are "standard users" that keep changing there screen timeout to 90 minutes and then keep walking away for long periods and others have access. What can i do as a administrator in the registry to set a time of like 10 minutes and let the user lock so they can not rest it?

flash problem for standard users
Flash works on my admin account but not my other accounts. I do not have any program blocks turned on. The shockwave and flash test pages work. I have flash installed and am using ie8 32bit. I have checked ie settings and don't see anything different, but I must be missing something....
