taskbar wont move or accept new items
What do you mean when you say Task bar wont move. Do you mean it will not Hide?. What do you also mean by wont accept new items.
Try Right Clicking on the Task Bar & select Properties. This will provide some settings you can select or change.
do you just need to unlock it? if so right click > uncheck lock the taskbar
sorry should have been more explicit
1. Cannot move taskbar to side location.
2. Cannot add new items to taskbar
3. Cannot ulock taskbar by right clicking or from longer taskbar and menus box. Just retyrns still locked
does the program go away in safe mode and if so, check your recently installed programs and uninstall anything you see that is new.
Right tick on Start Orb and select Properties.
Then select Taskbar. You will see options.

NO went into safe mode tried to undo "lock taskbar" still remained locked. Suspended my Avast protection. No relief.
This was a secondary computer an Aspire one which got promoted when my old faithful died. So I never did try to customize it. I removed some seldom used programs. All that remain except Acer specific programs were on my previous computer which did not have this problem
try start > run > gpedit.msc > enter > User Config > Admin Temp > Start menu and Taskbar > Lock the taskbar > disabled
and/or run the reg file here
