Android to PC USB connection is not working

I am trying to connect my Android phone to a PC running Windows 7 Pro but the explorer doesn't display it.

The device manager recognizes it as a mobile device, the (Microsoft) driver is installed and its status indicates that the device is functioning properly. This issue applies both to User and Admin accounts.

I am sure that it's a Logon issue in a Service's properties, because I corrected such non working issues of other peripherals on the same PC, by finding the info on the web, but I can't find the reference which Service manages this peripheral.

It's a BLU Studio X and it works fine on another identical PC & OS + on my home desktop. It is definitely not a driver issue.

My Galaxy Note 4 displays a message "Allow access to device data? An MTP connection will be established to access the data on the connected device." You have two choices "Allow" or "Deny." You have to "Allow" on the android device before the device access window is displayed on the desktop. Do you get the "Allow or Deny" message on your phone?
