Icon not highlighting while cursor is over it

I was trying to drag an icon from the desktop into the recycling bin. I hold down the left click on my mouse and the icon does not highlight. Instead, I get the blue select area tool. Why would this happen?

    Hi,
Just click the background and try again to drag and drop.
As another test try right click hold drag and drop
Once you drop you should see 4 options
    Copy too
    Move too
    Create shortcut too
    And my personal favorite Cancel.

Type of mouse well that would say if the mouse has a special driver cd for a gaming mouse or if just windows installed the driver pretty much plug and play.
