Remove the troubled icon from your desktop and make a new icon.
Drag and drop the new icon to your desktop and give it a try.

    Hello Bill, :)

You might see if the method in the tutorial below may be able to fix the "Manage" context menu.

Thanks but that was the first thing I tried. Also deleting and adding back from the Personalize dialog on right clicking an empty spot on the desktop.
    Any other ideas?

    Brink,
Thanks for the link however merging the reg file didn't help.
I don't get an error message it's just that the console fails to open.

As a test, does MMC open for you when you open this below in Run (Win+R)? It's what the context menu is suppose to open.

    %SystemRoot%\system32\CompMgmtLauncher.exe

    %SystemRoot%\system32\CompMgmtLauncher.exe
    Still fails to load.

You might run a SFC /SCANNOW command to see if that file may be corrupted.

SFC found nothing accept the missing files it always finds.
Nothing was replaced, at least from looking in this file nothing was replaced:
    findstr /c:"[SR]" %windir%\logs\cbs\cbs.log >%userprofile%\Desktop\sfcdetails.txt

    Still fails to load.

Does "C:\Windows\System32\compmgmt.msc" still open for you?

If so, I'll post back a modified .reg file to have the "Manage" context menu use that path instead.

    Manage_using_MSC.reg

    (to undo if needed)
    Default_Manage.reg
