"Proxy server isn't responding"

Hi everybody, This is my first posting and I am hoping that someone can help me with this problem.
I have two desktop computers. My main one which is a Dell Vostro 200 which is running on windows 10 pro 64bit. While my other computer I built myself and is running on windows 7 pro 32 bit. It is this second computer that is giving me problems. Can I say that this problem only arose when I changed my ISP to BT fibre broadband. Prior to this this computer was running fine. As you can see from the thread title above my problem is that when I try to login to the internet using I.E browser I keep getting the error message "Proxy sever isn't responding and this prevents me from gaining access to the internet. I have had this problem now, for over 12 months. I have searched the net for answers but as yet I have not found anything that has resolved this problem. I have tried all the main suggestions such as unticking the proxy box in "LAN"
and also right clicking on I.E icon and using "Administrator" But in both cases they did not resolve the issue.
It was suggested that it may be caused by a virus and running a anti virus software may resolve the problem but the fact that I cannot access the internet means that I cannot download these software's.
I am now getting to end of my tether. I was thinking of re-installing windows, I know that it is a bit of a over kill and I am not sure that this would resolve my problem. I hope that someone can help and advise me on this problem. Thank you.

Welcome to the forum. There are two reasons for a proxy one is malware / virus so it can pinch your data. The other is anti virus software this uses a local one to scan all traffic. It's normally a simple matter of in IE under network removing proxy is this were you have done it? Have you removed any antivirus recently? Open a CMD prompt type

Ipconfig /all

Tracert 194.119.131.66

HI, Firstly thank you for your quick response, it is appreciated. If it is malware then there is no way that I can remove it since I cannot access the internet to download anti virus software. I have tried running windows defender since this is already on my computer but for reasons unknown it keeps on stopping and will not complete the scan. Could I please ask you to go into more detail as removing "proxy" under I.E networking, if this is leading to unchecking the proxy server box in "LAN" Then yes I have already carried out this step but no satisfaction was achieved. The last bit that you suggested : - "open CMD PROMPT" type ipconfig/all then tracert 194.119.1341.66. Can you go into a little more detail on this step by step procedure and what it will achieve. For normal prompt, follow these steps:

• WinKey+R
• Input "cmd".
• Enter

For elevated (administrator) prompt, follow these steps:

• WinKey (Start Menu opens on the left-bottom corner)
• Input "cmd".
• Ctrl+Shift+Enter

Then in the black box that opens type Samuria's instructions.

In desperation I decided to re-install windows I know it is over kill but I just could not put up with this problem any longer It has resolved the problem but also set up a few more problems on it's own which Eventually hope to resolve.
