Event ID 10001 Unable to start a DCOM Server and UAC prompt Run32.dll

I downgraded from Windows 10 to 7 because I assumed this was a Creator's Update (1703) issue but the issue returned in Windows 7, so its definitely a hardware or something more specific to my build issue that I cannot narrow down.

The issue is mainly UAC prompting me for any Run32.dll call, I see two prompts at boot and I see one EVERY time I open Volume Control to change playback devices.

added the Event Viewer Event ID Error 10001 just in case that had anything to do with it, its the only error I see in the log when I boot. (shows up every reboot)
