Windows 7: XCOPY /EXCLUDE:EXCLUDES.txt - "Can't read file"

XCOPY /EXCLUDE:EXCLUDES.txt - "Can't read file"

The attached TESTprodExcludeSyncMTACDocumentation.cmd (disguised as .txt file for upload) file has been executed successfully on a Windows 10 desktop, but results in the "Can't read file" condition when executed on a Windows 7 desktop. Any suggestions as to how to successfully run on Windows 7 desktop gratefully accepted.

FYI have tried:

"EXCLUDES.txt" results in "Can't read file"
".\EXCLUDES.txt" results in "Can't read file"
EXCLUDES.txt results in File not found - *.*

Also included is "07_24_2017 TEST RESULTS.txt" the DOS window runtime execution log; and "EXCLUDES.txt" the file in question.
