Just read through this thread again and cannot find any details of an a/v software. What a/v have you installed and is it up to date?
And just to check although I can guess the answer: Do you use any system imaging software eg Macrium Reflect to back up your system?
From earlier posts I assume System Restore is turned off?

I think you may be getting to the re install of Windows to cure this problem but wait to see if other more learned members agree!

Yeah I'm kinda leaning that way at this point. Just really bizzare that I can get into safe mode with no issues.

So far I have tried

sfc /scannow : no issues there
System Repair: No issues there
Unistalled some patches that had been installed recently. (No issues there)
Clean boot. (Still get the same thing)

So yeah the ideas are running out

I would say that is a conflict with malwarebytes and norton 360.
I would try to uninstall both then install only Norton. Don't like malwarebytes as it stay resident but not active.

try SFC scannow and scan it, it is recommended to install programmes with related with ur issues for ease and prompt solutions.
- TWEAKING.COM windows repair (download it). after installations, go to - windows repair tools and tick ALL related issues and executes it!

HOPE THIS WOULD SETTLE UR CLOG LOGIN ISSUE!.

You sir are DA MAN !!!!!

Looks like it was Norton 360 that was the issue. I uninstalled Malwarebytes first but it did not come back up. I went and uninstalled 360 after that and Bingo !!!!!

Thank you very much

I wasn't suspecting a Norton problem but a conflict between Norton and Malwarebytes.
If you haven't installed Malwarebytes, download and install SUPERAntiSpyware - Downloading File.
Run to see it finds something.
