Windows 7: Lost my Control Panel all of a sudden

Lost my Control Panel all of a sudden

When I wanted to use Control Panel, it was no longer there. I just installed Windows update last night and maybe that's what caused it. Not sure what to do. Shall I do a System Restore to before the update?

This problem does not always happen, it's a good idea to get back to the point where the operating system was working properly, I add the tutorial to restore to the point.
