Folders At The Top Of Start Menu - "All Programs"

I have seen this topic mentioned, but don't want to revive old threads, I apologize for asking this again but....

I was just wondering if anyone ever found a solution for the following...
I want to be able to have the folders at the top of the list, which is what users of any file explorers are used to, but Windows 7 seems to be programmed to do the opposite.

If you go into the customization settings for the Start Menu there is an option called
"Sort All Programs menu by name"
If you uncheck this option it allows you to move "all programs" items around ignoring alphabetical order.
This option does allow you to move the folders to the top of the list and move programs / files to the bottom which is great.

The problem is when you reboot Windows 7, the programs end up back on top of the list.

I also experience that when I do move these folders / programs around in this section (with the sort all option unchecked) I find that programs on the list seem to disappear, sometimes they end up showing up on the list twice, etc. So at times it can get a little glitchy.

If anyone has ever come up with a simple solutions for any of this above. please let me know.
Even a confirmation of other forum members if you are experiencing any of the glitches I mention.

Anyone know if there is a way to configure the Windows 7 start menu "all programs" to be a pop out menu like Windows XP? I prefer is that way because it can show all items at once without needing to scroll.
