Welcome to the Forum.

The default message has been written and stored in some file. So I think is possible to change it, but it will be very difficult to do it.
- It can be inside a compiled script or on a dll file. To find it will be a hard task.
- To protect the file from being modified it can be digitally signed. When you modify the original file it wont be signed and will generate a error.
