Windows 7: Windows Explorer Process Separation, is NOT disabling..

Windows 7 Ultimate SP1 x64 (Explorer_v6.1.7601.23537)(ntoskrnl_v6.1.7601.24150)
Windows Explorer Process Separation, is NOT disabling..

Windows Explorer Process Separation,
is NOT disabling EVEN if unchecked in Windows Explorer,
EVEN if I check/modify it directly in the Windows Registry...

It still is creating NEW Explorer.exe processes....
Whats going on?
it could be a bug since Explorer does not seem to be respecting the settings...
BUT submitting a BUG report to M$ is LIKE IMPOSSIBLE lol :P
