Scroll bar won't stay down

when i pull down on the scroll bar it rises back up

Windows 7 Home Premium 64 bit sp1

If you are using the mouse to drag the scroll bar down, be sure you release the mouse button before moving it off the scroll bar.

This has been bugging me for a long time:cry:. I've seen this scroll bar at the top of peoples screen shots serveral times, on both windows 7 and vista. I'm just wondering if anyone know where I can get it?
