using inspect element have I found a site blocking me?

I purchased some software and tried to download it on line , but the site timed out and became unresponsive so I could not complete the full download . I made a inquirers on their forums and was directed to the help desk where i sent 3 emails that still have a pending notice attached and I soon found out I can no longer get access to the site or its sister sites ! So what I did was try to open the site and at the same time open inspect element feature in chrome and here is what I found ! I have attached photos

ohhh really ? how is that as I haven't blocked anyone ? Still you make a interesting point ! the point is I am not the only one to be blocked from this site after some downloading problems a 404 error message is common issue the most of us get .These guys write programs so I thought maybe they had worked out a way to block us but of course make it not look like them ? You say it would be me blocking them ,,,,, how ? and why ? I am trying to get in contact with them so I can complain and get a refund or the software that I wanted to get in the first place. Of all the sites that I have visited over a 6 months period this was the only site to come up in inspect element with the errors and blocking alerts ! So if I have blocked them how can I undo the blocking ???

Call your bank institution and apply for a charge back, just tell them the product was never delivered and the seller is ignoring you.
