Small icon image with white border in windows explorer

I recently got a new SSD and put a fresh install of Windows 7 on it. When setting it up and installing programs, I noticed that some file icon images in Windows Explorer were shrunken and had this white border around them, as shown in the above picture. It looks sort of like a piece of paper. On my old HDD the Adobe Flash Player icon was shown fully on .swf files. Is there a way to fix this?

A program like Flash can have different icons.
Right click on the file, properties, change Icon, browse to the Flash executable file.

When I go to properties, I don't see an option to change the icon.

I'm sorry, the icon isn't a shortcut for flash. It is an application file. My mistake.
