There was a program for this for windows xp i think it was called windows steady state or something? not sure if it works on windows 7

But this program works for the current session and current user.It doesnot contain startup option also.

Of the actions you are finding, they can be found at User Configuration\Administrative Templates\Desktop\Desktop. Create a Guest user account, and do this.

Then you want to change permissions for each folder or partition. Permissions - Allow or Deny Users and Groups tutorial recommends creating a restore point before you apply changes.

You have three options
  1. Use the guest account as described
  2. Set the file/folder permissions
  3. Find a commercial alternative to the Windows Steady State Application (this is a system used in may public spaces, Coffee Shops, Public libraries Etc so many are available)

there is a fourth option which would be to pay a professional to do the work for you.

For a personal project time is an essential to success there is no magic bullet solution

2-folder permissions :takes much time to be applied,result in a lot of problems like files appear again after deletion
3-Can I apply Programs like deep freeze on specific user?How?
