Windows Explorer context menu options not working

If I right-click on the name of a text file in Explorer, a drop-down menu appears with several options such as "Edit with Vim" or "Open with Notepad++", or whatever. Selecting any of these does nothing. Is there a way of making them work? I am running Windows 7 Home Premium. I have the relevant programs installed.

Did you open the "Command Prompt" using the "Run as administrator" option?
