time reverts -1 hour across multiple systems, bios battery changed!

    Hello,
i have this bug over a year, time reverts -1 hour.
I had it on windows 10 and i have it currently on fresh Windows 7 64 Ultimate.
I tried in past various solutions which google found with no luck.
I just changed battery in bios no effect !!!
    Coudn't it cause some program.
I have only few programs currently installed: free alarm clock, free countdown timer, vlc, chrome, steam, battle.net, spotify, flux.
I am really confused how is this possible, it is annoying as hell.
Or if i had some program, which would show time in foreground of windows time, like osd, or overlay, i didn't find program like that.
    This is torture, please help.

What time server are you connected to? By default time is synced with the server if you have wrong one set it will be wrong

Are you dual booting a Linux Distro?

I have default time server: "time.windows.com".
I recall tried to change time server and i didn't help either.

Did you tried to manually change the time to be correct (i.e. not synchronize the time with server or something)? And if you did, does it stay correct?

Just to be clear, you currently have only Windows 10 and Windows 7 installed?

Though unlikely to be from the programs you use, I will still recommend you to remove all clock related programs while we are trying to fix the time.

Probably a silly question, but have you got your location set correctly. You say it is consistently 1 hour out, which is a normal time zone change, so that might explain your problem.

After checking your time zone and the proper time in bios and Windows 7 I would remove free alarm clock, free countdown timer.
Then check if you have the same problem.

What is your location and what time zone do you have selected?

My location Prague and i had set utc +1 so that's fine.
I checked bios and time was correct.
Uninstalled both free alarm clock, free countdown timer.
Now nothing else than wait and see...
