Custom keyboard shortcuts now only allow Ctrl+Alt+key

When I try to specify a shortcut key for a program, Windows prompts me with "Ctrl + Alt +" when I press either the Ctrl or Alt key, not allowing me to use just Ctrl+key or Alt+key. This appears to be a new "feature" since I have another program which I set up and runs well using Ctrl+F12. Is there any way to get around this other than installing another program like AutoHotkey?
