Unable to do anything Admin related in Control Panel as administrator

I tried to change firewall settings but when I click on "Turn Windows Firewall on or off" nothing happens, no error or sound. Nothing happens when I click on any other option with the shield except for device manager, event viewer and disk management. I also tried the "Administrator" user account and had the same problem.

    Welcome to the Forum.

Is your computer personal or at work?
As you have Win 7 Pro, it may be blocked under group policies (gpedit.msc).

    Are you logged as administrator?
Have you checked group policies (gpedit.msc)?

Yes, and I checked gpedit, nothing seems wrong in there

As it is a Core 2 Duo CPU I would say it has about 8 years old.
Do you have it since new?
Is it the original Win 7 Pro from Lenovo?
    Since when the issue began?

I Fresh-Installed windows 7 pro onto this using the oem key that came on the pc 3 months ago. It seemed to be working fine up until a few weeks ago, I did not install or do anything on the pc for it to happen, as I use this as a host for Plex Media Server, the only thing I ever do on this is importing .mp4s onto it.

    Sorry for the delay.
    Did you find a solution?
Did you scan the computer for virus and malwares?

Is UAC enabled? If so then windows will automatically prompt you for an admin password when elevated privileges are needed. It won't otherwise. How to Change User Account Control Settings in Windows 7 - dummies

Businesses might have a good reason to have it disabled on their computers but IMO everyone should have it on for personal use.
